Though we retrieved it right away, the device refuses to turn on. Don't panic, there is fix but I don't know if it will work for you but for some works. 

What you need to do is to remove the battery and SIM card and dry them with a soft cloth. Then place the phone in bowl of dry rice and let it sit for 24 hours. Unless the gadget was submerged beyond repair, the grains will draw out any trapped moisture. 

You might need to replace the battery then you should check the phone once it is completely dry. This is a cheaper ways than buying a new one.
